    1. Reasoning for passing: 13 Senators are present. 7 abstained, therefore reducing the possible of amount of votes that may submitted to 6 Qualified Voting Senators. Because Quorum is ⅓ of total qualified Senators (16), Quorum is reached when ⅓ of 16 submit votes, which is an absolute minimum 5.28, or 6 total submitted votes. Because 6 votes were submitted, quorum has been reached. Out of the votes submitted, 60% must be in favor for the motion for the motion to pass. 4 votes were placed in favor, which is 4/6, or 60%, thus, the motion passed.
